Welcome to the Texas Gulf Coast CFC WebsiteMissionThe mission of the Combined Federal Campaign (CFC) is to support and to promote philanthropy through a program that is employee-focused, cost-efficient, and effective in providing all Federal employees the opportunity to improve the quality of life for all. Non-Coercion Statement -The Voluntary Spirit of GivingAny contribution you make should be freely given. You have the right not to be improperly influenced in making your decision regarding the making or withholding of contributions in the CFC. Coercion is forbidden. In order to guarantee this voluntary spirit, OPM has identified several practices that are not permitted, including but not limited to: supervisory solicitation of employees supervised, setting of 100% participation goals, providing and using contributor lists for purposes other than the routine collection and forwarding of contributions and installment pledges, establishing personal dollar goals and quotas, and developing and using lists of non-contributors. Civilian employees who wish to register complaints about coercion should contact the LFCC and consult with their personnel offices; military personnel should consult with their commanding officers. Structure of the CFCThe CFC is the only authorized solicitation of employees in the Federal workplace on behalf of charitable organizations. It continues to be the largest and most successful workplace fundraising model in the world. By allowing employees to select the organizations of their choice from a single brochure and to make their contributions through payroll deductions, the CFC opened wide the door to more opportunities for generous giving to hundreds of worthy causes. An Executive Order made the CFC a reality and turned an innovative idea into a uniquely effective way for Federal employees to help those in need across our community and throughout the world. The Office of Personnel Management (OPM) regulates the CFC and provides guidance and oversight to the local campaigns. CFC Regulations 5 CFR Part 950, govern all aspects of the CFC. The Local Federal Coordinating Committee (LFCC), comprised of Federal employees officially designated to conduct the CFC in a particular community, provides oversight for the local campaign in conformance with the CFC regulations and the policies established by OPM. The LFCC selects the Principal Combined Fund Organization (PCFO) that serves as fiscal agency for the campaign. The LFCC also approves local (and in some instances, statewide) charities in their campaign area that have met CFC eligibility standards as set forth in the CFC regulations. The LFCC serves as the "board of directors." Federal employees interested in volunteering with the CFC should contact a member of the LFCC or the PCFO. Loaned ExecutivesThe Loaned Executive program was initiated in 1971 by Presidential Order. Loaned Executives are Federal employees "loaned" by their agencies to work on the CFC during the solicitation period. Loaned Executives are relieved of all work duties for the period they work on the CFC. The Loaned Executive's role is to conduct all solicitations among the Federal employees in the campaign area. They are trained by the PCFO and work out of the PCFO location during the campaign period. Here are the five Loaned Executives and one Campaign Assistant working on the 2011 campaign:
